1) It's the cast of Paranoia Agent passed out around a giant Maromi.
2) The concept is that Li'l Slugger only attacks those who are suffering from some form of mental anguish and, by doing so, releases them from whatever was afflicting them. So, when the whole thing is concluded, everyone is sleeping because they are free from their own personal torments.
Meanwhile, the societal commentary of the series is based heavily on lack of identity and the trend (especially in Japan) to define one's self according to material objects and societal norms. Everyone involved couldn't seperate themselves from the fantasy world created from their own interests, thoughts, or perceived reality. In this way, the giant Maromi doll sits over the fantasy-addled citizens of post-war Japan (and perhaps beyond) as a spiritual icon looking over its blissful followers.
