Reminds me of Dave Snooty in Private Eye (based on hapless politician David Cameron) who wears a top hat because he's posh but also has a wind turbine attached to it as some kind of vote winner.

My favorite is Mourning Widow at the Circus. It definitely uses the medium to its advantage.
