Nintendo Game & Watch - Fire
May have also played it on Game Boy, part of Game & Watch Gallery.

I thought it looked like Game & Watch, even though my only knowledge of that comes from Super Smash Bros. Melee. At first it reminded me of Circus Atari though.
And that's terrible.

there was a handheld game that had the baby out the window theme. not sure what it was called, but it was one of those single game lcd handhelds. maybe they ported it for other consoles, but i don't remember any. the part that pissed me off was when they would throw two or three babies out the window one right after the other :x

Pretty much every suggestion here is right, but Game & Watch was indeed the progenitor. Earthworm Jim's is best, though, for including Peter Puppy.
