I thought the same thing regarding America, so I looked up "ACTA US" and this is what Wikipedia had to say:

Both the Bush administration and the Obama administration had rejected requests to make the text of ACTA public, with the White House saying that disclosure would cause "damage to the national security." In 2009, Knowledge Ecology International filed a FOIA (Freedom of Information Act) request in the United States, but their entire request was denied. The Office of the United States Trade Representative's Freedom of Information office stated the request was withheld for being material "properly classified in the interest of national security." US Senators Bernie Sanders (I-VT) and Sherrod Brown (D-OH) penned a letter on 23 November 2009, asking the United States Trade Representative to make the text of the ACTA public.

Canada has another thing with a coin Canada is cool because it sticks things on coins, like colours sometimes. There is a Remembrance Day quarter with a red poppy, and a Breast Cancer quarter with a pink ribbon. No other country has done this but it's cool. Anyone who is caught engaging in a public sex act more than once should just go to jail for ten years. If you don't learn your lesson after getting caught and fined the first time, then you are clearly a menace to society who has no concept of boundaries and may even go on to hurt someone. The fact that this guy has been caught FOUR times shows what a joke our legal system has become. If it were truly interested in protecting society, he would have been put away the second time and not gotten a chance to do it again for a very long time.

There's no inherent humour to it. It's a response I'd expect if the guy had been flashing, or jerking off in a park or something, but 'menace to society' comes across as a touch hyperbolic when discussing a man who fucks teddy bears in public toilets. As sex criminals go, he doesn't sound like the dangerous kind. I'm not sure that jailing him after the second bear would have been an effective means of 'protecing society'.
