Anyone who is caught engaging in a public sex act more than once should just go to jail for ten years. If you don't learn your lesson after getting caught and fined the first time, then you are clearly a menace to society who has no concept of boundaries and may even go on to hurt someone. The fact that this guy has been caught FOUR times shows what a joke our legal system has become. If it were truly interested in protecting society, he would have been put away the second time and not gotten a chance to do it again for a very long time.
